Overall design isn't bad, a bit generic, but it'll be fine. A bit of designing and it can look somewhat decent.

The design is not so bad but the footer just is too, big to be honest.

If you really want to change the footer size you have to edit the background.

Don't know if you're blind just wondering. but you can notice that it's a CMS as it has a Register and a Login page therefore it has been noticed as a CMS although i don't much like the design it could be using some more work.

I think that that's something automatically because every page obviously have got a scrolling bar.

he made another file (eg rank.php with the actual rank script) and iframe'd it in his html file.
ot: the html code is awful, and it looks pretty bad too

Just looked at the website, and here's a few things wrong with it:
-Navigation Bar is WAYY to big.
-Logo looks a bit fuzzy.
-Footer is also WAYYY to big.
-Sidebar looks like it's just thrown in.
-You should space it out a bit more(if that makes sense)

It looks pretty much basic. Maybe you should make it into something a little more special.
