exp rates 2.2.8

I was wondering if anyone knew how to adjust the exp rates in the 2.2.8 files. I don't seem to be having much luck :ehh:

there's 2 ways,

1) its posted by loc somewhere and needed to patch whatever files for a fixed rate.
