Not a ghost....
The camera quality is too bad
Besides if it were really a 'ghost' im sure it would do something other then running up and down a hallway....
Perhaps it is simply trying to communicate with the living, but it's shy. I've heard of many ghost tales where a ghost did similiar things.
Besides, I think it doesn't look exactly like it's running up and down a hall way. It looks like it's trying to walk forward, but something keeps pulling it back. (It's a fairly freqent occurance in shy ghosts from my research.)
