open in your ROUTER AND FIREWALL port: 21, 25, 3306 and 80
then restart comp.
then try again then you enabled all the needed ports maybe that helps

go to your php.ini and change
short_open_tag = Off
to
short_open_tag = On

these are english files i made (about 60% but alot is readable :construct )

after some testing i was not able to send any fleets anywere, no spy probes or colonyships either.

Will have it ready in two-three days or less, it depends on the words.
My servian isn't 100% but its around there

Netbios do you ever look through a forum before you post?
there are 2 topics from ogame private server and they both help you with solving you problem.

put this in your common.php
ob_start();
and before your end
ob_end_flush();
