The Launcher you use (neoLauncher) is made for Tera Shock (Java client) and is not working with the leaked 9203 files...
you have to use the one in the client/server package in launcher folder and edit the IP string with some Hex or File Editor...

Use the ResourceHacker and edit the your IP on launcher as is in the image, use the launcher that is on client.
This works for me...

Yes, with Xampp you register an account on the web and to use the launcher you need to have the server online.
