Game not booting up in multiplayer

Hey guys, been at this for a few days now not exactly to sure what the problem is, works locally fine but when i go to start up game on multiplayer i get this error message, all more ports are open. could it be cause im running xampp on port 8080? would that even effect it or that my bill server currently not working. if you know the fix please reply here or my disocrd is "Baftes"

Are you running your server on a external system? like a extra PC or something? If you do.. try to use a VPN or a Mobile Hotspot so you are playing on a different IP.... The Local port is mostly used by the Consoles.... (thats my experience.... i have to do the same thing..)

2 different PC's, Same Ports and Same IP..
