[help] create ran online private server

I want to create my own Ran online server but i dont know where to start. Also the requirements that i need. Please list all down the requirements that i need including OS. Thanks in advance!

Knowledge on how OS (pref; Window Server 2012 R2) works, example Firewall and stuff
Good starting Ran Online Source Code (there are so many out there check the Release section)
Basic knowledge on C Language C++/C# etc.

Does all I need works on Windows Server 12 this includes source code and other stuffs, and also what if i want to add web panel? What i need when adding web panel? Sorry for my bad english. All i dont any idea what i need to research thanks!
