Game interface text becomes "?"

When using Chinese, Korean, or Japanese languages, the interface language will change to "?" , does anyone have a solution?

It's a bit difficult to read through the PB SDK somehow, and for some reason Weapon.pef does not open through it
I have assumptions that the pef in xml format. Do you have any guesses how to open it in a readable form for subsequent editing and reading?
