Problem is.. server. not client. All every Items v2 can be added.

Obviously Armor 16489 exist on the client, and
it exists in cuirass.xml in the data folder on the server.
However... can't spawn with even GM command.
That means is, this means that the item
must be added to sources level on the server.
Through out the whole levels so many ITEMS can not be added
as like armor 16489.

Check the "World.xml" file in your config folder. You have a line named "WORLD_DONATE_ITEMS" and your item is in this line.
You can't spawn item in this line, so add a comment and it's ok

I've made a thread with city teleportal (only velika atm), cleric, and flight manager in north shara (Kaiator, Dragonfall, ...).
It's not complicated to add content, it's just very long

For city teleportal and cleric i've added file in sources but for items/quest/npc you don't need to edit sources, just .xml in data folder.
In this folder you can translate a lot a thing too like banker, merchant or flight manager

Today.
I played allmost every quests and missions on Tera-shock.
Although, so many quests are because of bugs,finishing is not possible, however,
and blocked cliffs climbing to Jesper (on Halls of Shadow).
Nevertheless, a problem to climb the cliff is the big challenge.
Cutthroat Harbor's NPCs setting's and additional quests were problems.
Dark Chethedral's setting's also incomplete.
But everythings is amazing because it possible to access at server source.
