hmm? base on the experience i have, try to make the small letters capitalized. I remember i encounter that error also and all i did is change the small letters to capital.

First Don't Change The Characterinfo.tx or like it.

ANd make account see another post.
rules for account is :
0 >> normal player
1>> normal GM
99>> Full GM

To Make more Map Open Just Open with the Server Launcher.
and remove the slash in the gameserver.cfg-gamerserver04.cfg

why u need it?
Just copy the iteminfo.bin from generate of gameserver when u Launch it.
